It is universally accepted that children with special talent or aptitude should be provided with opportunities to proceed at a faster pace by making quality education available to them, irrespective of their capacity to pay for it.
The National Educational Policy on Education-1986 envisaged that pace -setting intended to served this purpose will be established in various parts of the country.
On a given pattern, but with full scope for innovation and experimentation, their broad aims will be to serve the objective of excellence coupled with equity and social justice (with reservation for SCs and STs), to promote national integration by providing opportunities to the talented children largely rural, form different walks of life and distinct parts to live and learn together, to develop their full potential and most importantly, to become catelysts of a nation-wide programme of school improvement.
Accordingly, a scheme was formulated under which it was decided to set up residential schools, to be called NAVODAYA VIDYALAYAs,on an average one in each district during the seventh five year plan. The main objectives of the Navodaya Vidyalayas are as under:
1: To provide good quality modern education including a strong component of culture, inculcation of values awareness of the environment, adventure activities and physical education to the talented children predominantly from the rural areas, without regard to their family’s socio-economic education.
2: To ensure that all students of Navodaya vidyalayas attain in a reasonable level of competence in three languages as envisaged in the three language formula, and
3: To serve, in each district, as focal points for improvement in quality of school education in general through sharing of experiences and facilities,
Navodaya Vidyalayas a residential and co-educational institutions, primarily for children from rural areas. Hence, admission of children from urban areas is restricted to a maximum of one fourth. Efforts are made to ensure that at least one third of the students in each Navodaya vidyalaya are girls. In this JNV it is 38.89%. Education in Navodaya Vidyalayas including Boarding and lodging, as well as the expense on Uniform, Text Books, Stationery etc., is free for all students. The Navodaya vidyalayas are affiliated to the Central Board of Secondary Education. Accountability of teachers for results (not only examination but results in all respects) will be forced according to a well thought out plan. The role of Navodaya Vidyalayas a pace setter institutions via-a-vis other schools is attempted to be realized through their participation in the training of staff, in jointly organized activities, in the extension of new methods of teaching and in dissemination of information and in evaluation. They establish rapport with schools in their vicinity & provide guidance to primary schools for improvement of standards,sharing of facilities such as Audio-Visual Equipment, Micro-Computers etc Laboratories, Library, Ground and other equipments.
